Our support to <br />the City has included permitting a new, mitigated <br />surface water right for municipal supply; adding <br />the City's wells as points of withdrawal to the City <br />of Bingen water rights, enabling the City to deliver <br />water to Bingen under their water rights (rather than <br />charging deliveries to the City's rights); transferring <br />an existing surface water right to the state trust water <br />right program and creating the White Salmon Water <br />Bank, which acts as a source of mitigation for other <br />City water rights; completing a feasibility study, <br />pilot testing, and permitting of an Aquifer Storage <br />and Recovery (ASR) program; and completing a <br />feasibility study of potential new surface water and <br />groundwater sources that included evaluation of <br />hydrogeologic, engineering, and regulatory issues. <br />Water Rights and Water Banking Support - <br />Methow Valley Irrigation District I Twisp, WA <br />Aspect has been assisting MVID with creating a <br />public water bank to improve irrigation reliability, <br />serve additional lands, provide for municipal water <br />use forthe Town of Twisp, and improve instream <br />flows in the Twisp and Methow Rivers. The water <br />bank will rely on existing seasonal irrigation water <br />rights to the Trust Water Rights program. Aspect's <br />facilitation has involved contentious stakeholder <br />meetings, regulatory agency coordination, water right <br />permitting, and SEPA coordination, leading to the <br />consensus implementation of a $10 million project to <br />upgrade MVID's canal system and exchange its surface <br />sources for wells. Aspect also facilitated a series of <br />meetings between MVID, Town of Twisp, and OCR to <br />successfully negotiate the purchase and transfer of <br />138 acre-feet of water under the project, reconfigure <br />an existing lease agreement, develop a new water <br />service contract, and obtain appropriate permitting <br />authorizations to implement the deal. <br />Also, Aspect is leading a first of its kind streamlined <br />water right certification process. Aspect is working <br />with the MVID to assist the them and 60+ individual <br />Members with the assignment of a portion of the <br />MVID's groundwater permit to its Members. Aspect's <br />Certified Water Rights Examiners are assisting these <br />Members in completion and submission of the <br />Washington State Department of Ecology's "Proof <br />of Appropriation of Water" form, and Certified <br />Water Right Examination Reports. To streamline <br />this process, Aspect circulated well -user guides, <br />information packets on data collection, and is holding <br />member work sessions to facilitate rapid completion. <br />Icicle Sitrategyg Watershed Plsnni!ng <br />Services - Chelan <br />DepartmeR I cl,�cL!Zn <br />As the next phase of watershed planning in the <br />Wenatchee Basin, the Icicle Strategy includes <br />planning, permitting, capital infrastructure <br />development, and public outreach/facilitation <br />services to ensure sustainable water supply and <br />water resources for people, farms, and fish in the <br />Wenatchee Basin. Aspect has worked closely with <br />Chelan County to develop an integrated plan to <br />meet instream and out -of -stream needs, focusing <br />first on the Icicle Basin where stakeholder litigation <br />has delayed on -the -ground solutions. Aspect's <br />role encompasses civil and hydraulic engineering, <br />planning and economic evaluations, cost estimating <br />and construction oversight, evaluation of the natural/ <br />physical environment, and project management. <br />A key element of this work has been the formation <br />and facilitation of a policy advisory group forthe <br />Icicle Basin, the Icicle Workgroup (IWG), which <br />consists of approximately 30 stakeholders, many <br />of whom are participating as a parallel track to <br />ongoing litigation in hope that issues can be resolved <br />collaboratively. The IWG consists of stakeholders from <br />local, state, and federal government, tribes, farmers <br />and municipalities, and non-profit groups interested <br />in developing projects to improve both instream <br />and out -of -stream needs in the basin. Aspect <br />helped form the IWG and has provided ongoing <br />facilitation and technical support for the past three <br />years for the IWG and subcommittees.
