Cook RECOMMENDATION: Direct staff prepare enabling documents supporting consultant agreements and authorizing the Director's signature on said agreements. BRIEFING SUMMARY: • Earlier this year, the Board of County Commissioners (BOCC) authorized solicitation for consultant services supporting the Water Bank program. • An internal Public Works (PW) review committee met, scored and ranked three proposals (received by the due date). • PW is recommending that the BOCC award two consultant on-call task order agreements to Aspect Consulting LLC and Landau Associates. BACKGROUND: Last year, the BOCC directed staff solicit for water bank consultant support services. In early March, PW received three responders to our request for qualifications. An internal PW review committee ranked the three. While all agreed on Aspect Consulting LLC as the preferred responder, a second responder (Landau Associates) is offering a service package that PW desires having available for service. DISCUSSION: While unsolicited, Landau Associates is offering financial planning services supporting the Water Banking program. The offer is desirable for PW and PW is supporting the issuance of two professional service contracts. These contracts will be modeled on PW on-call task order contracts currently supporting the Design/Construction Division of PW. Expediting the contracting process, PW is requesting that the Director be authorized as the County signatory on both agreements.
