County has previously entered into a Professional Services Agreement with American
Rivers to support Integrated Plan education and public outreach efforts.
DISCUSSION:
Actively participating in the Integrated Plan enables Kittitas County to advocate for the
needs and perspectives of County residents. Public outreach provides an opportunity to
inform the public about the key priorities and projects that are currently being advanced
through the Integrated Plan. Outreach services previously provided by American Rivers
include planning and facilitating media outreach, scheduling and executing educational
field trips, preparing stakeholders for interviews, developing and maintaining social
media, and designing and maintaining an Integrated Plan website. Contracting for Public
Outreach is not managed by the County. The County is being asked to contribute
financially to the effort. County policies allow expenditures for professional services
under $10,000 without competitive bid. The amount is within the authority of the Public
Works Director to execute on behalf of the Board.
FISCAL IMPACTS:
The requested Kittitas County contribution for these services is $9,999. Previously, these
costs have been paid through the County's General Fund and staff recommends
maintaining this funding source.
ATTACHMENTS:
Exhibit 1: 2019 Professional Services Agreement
Page 2 of 3
PUBLIC WORKS BOARD OF COUNTY COMMISSIONERS WORK SESSION STAFF REPORT
