KITTITAS COUNTY <br />SOLID WASTE AND MAINTENANCE MINUTES <br />BOCC CONFERENCE ROOM, 205 WEST 5TH ROOM 108 - ELLENSBURG <br />Regular Meeting-Webex <br />TUESDAY 1 2:00 PM I April 2021 <br />Board members present Brett Wachsmith, Chairman, Laura Osiadacz, Vice -Chairman and <br />Commissioner Cory Wright. <br />Others: Patti Stacey, Lisa Lawrence and one member of the public. <br />Meeting called to order at 2:00 p.m. <br />Ask for Direction on Solid Waste Staffing: Patti requested approval to make the 3/4 <br />Operator/Maintenance position full time, stating she needed more coverage at sites. She <br />informed the Board she tried to hire a seasonal operator but did not receive any qualified <br />applicants. The Board agreed to make the position full time. <br />Discuss Ryegrass Hours: Patti informed the Board that for the last 15 years the hours at <br />Ryegrass have been four days a week and only open on Mondays for special occasions, she said <br />this year we have been open for Contractors on Mondays more often than we have been closed. <br />Patti requested changing the hours to Monday through Friday. The Board agreed to change the <br />hours. Patti informed the Board she would bring forth a resolution. <br />Update on Bids received for Phase 1 -Road improvements at new Transfer Station: Patti <br />informed the Board that she received three competitive bids, all under the Engineers estimate and <br />that the consultant recommended to award bid. Patti informed the Board that they would see a <br />resolution next week to award bid to Belsaas and Smith. Discussion was held on only having to <br />borrow approximately 1 million rather than 1.5 million from the general fund. <br />Request Board direction regarding impact fees for the 47 North Project: Patti gave the <br />Board some background regarding Suncadia, formerly Trendwest impact on the Transfer Station <br />and that they had to assist with their portion of the impact fees at the Cle Elum Transfer Station. <br />Discussion was held on the traffic issues and that the project would be a huge impact on the use <br />of the Transfer Station. Further discussion included talking with the developer on the number of <br />homes and calculating the amount of garbage generated using the same reasoning on the fee <br />impact from Trendwest. The Board agreed to look at impact fees. <br />Request Board direction on Kittitas County Courthouse Committee: Discussion was held on <br />the overall cost of the Consultant. Further discussion included the need to get public involvement <br />and that it would help with engaging the public in the process.
