Section 40118) and the <br />interpretative guidelines issued by the Comptroller General of the United States in the March 31 , 1981 amendment to <br />Comptroller General Decision B-1 38942. <br />Article XXXV - Federal Leadership on Reduclng Text lVlessaging wlrile Driving <br />Recipients are encouraged to adopt and enforce policies that ban text messaging while driving as described in 8.,8-19513, <br />including conducting initiatives described in Section 3(a) of the Order when on ofiicial govemment business or when <br />performing any work for or on behalf of the federal government. <br />Article XXXVI - Federal Debt Status <br />Recipients are required to be non-delinguent in their repayment of any federal debt. Examples of relerant debt include <br />delinquent payroll and other taxes, audit disallowances, and benefit overpayrnents. (See OMB Circular A-129.) <br />Artlcle XXXVII - False Claims Act and Program Fraud Civil Renedies <br />Recipients must comply with the requirements of The False Clains Act (31 U.S.C. Section 3729-3733) which prohibits the <br />submission of false or fraudulent claims for payment to the federal government. (See 31 U.S.C.
