Council membcr l{rrpa aoted SEPA requires a public <br />hearing at the Ptanning Commission lwel. Appeals io counsil, which is unqualified to dclib€rate <br />on this subjeot, could rssult in poor dccisions; it would be bett€r to send appeals to a qualified <br />judge. City Planner Lucy Temple noted this is notjust for large derrclopments; but will <br />stearnlbe thc SEPA decision preess for all.
