It would be <br />good for comail to hear the level of intaest fum the public regarding SEPA issues, especially <br />regarding the 47 Degrees North Project. Council membcr l{rrpa aoted SEPA requires a public <br />hearing at the Ptanning Commission lwel. Appeals io counsil, which is unqualified to dclib€rate <br />on this subjeot, could rssult in poor dccisions; it would be bett€r to send appeals to a qualified <br />judge.
