City of Cle EIum <br />Regular City May 11, 2020 <br />Call to Order- Roll Call of Membership <br />The Regular meeting of the City Council was held "virtually", in compliance with the <br />Covid-19 Social Distancing Mandate issued by Governor Jay lnslee. The meeting was called to <br />order by Mayor McGowan at 6: 18 p.rn. The Roll was called. Members present were Matthew <br />Lundh, John Glondo, Ruston Weaver, Steven Flarper, Mickey Holz, Beth Williams and Ken <br />Ratliff. Other members present were City Administrator Robert Omans, City Planner Lucy <br />'Iemple, Public Works Director Mike Engelhart, Police Chief Kirk Bland, Fire Chief Ed Mills <br />and Cify Clerk Kathi Swansoru <br />Anproval of the Meetins Agenda <br />A motion wss made by Matthew Lundh and seconded by Steven Harper to approve the <br />agenda es presented. The motion curried unanimously, <br />Announcements - Appointments. Awards and Recosnition <br />Mayor McGowan appointed Steven Harper, Beth Williams and Ken Ratliff to the <br />Legislative Procedures and Council Conduct Committee. The committee will be chaired by Gary <br />Berndt; City staff member Kathi Swanson will be on the committee, as well. Virtual meetings <br />will be held and the committee is expected to repofi back to council in two months. <br />Consent Aeenda <br />A motian was made by Steven Harper and seconded by John Glondo to approve the <br />consent agenda as presented. The consent agenda included the minutes to the 04/27/2020 <br />Regular City Ceuncil meeting; 04/30/2020 Payrotl EFTs and Vouchers #42264 - 42269 in the <br />amount of $133,274.18; 05/11/2020 Claims EFTsfor Vouchers in the amount of $9,466.83 snd <br />Claims Checks #42270 - 42311for Vauchers in the amounl of 8111,649.23. The wotion <br />carried unanimously. <br />Officer Renorts <br />9itv Administrator. Buildine Official and Network Adninistrator - Robert Omansr Reported 12 building permits, valued at $21,000 were issued in April, and 5 building <br />inspections were performed. Ten other foundations have been poured. <br />r Reported the Technology Committee, has been meeting weekly and has identified a <br />company to do an assessment of our current infrastructure and put together a bid package for the <br />City to go out to bid for server upgrades.. Reported McKinstry gives the City a quarterly summary of the energy the City will save, <br />which is around $ 1 6,000 per year for utilities. <br />Citv Treasurer - Robin Newcolnb:r Not present - provided lst Quartff 2020 Budget Position reports in Council's packets for <br />their review. <br />Cifv Planner - Lugy Temple. Reported she has been working on several park projects.. Reported the Planning Commission sponsored a survey regarding the Short-Term Rental <br />Ordinance and received more than 150 responses. The Plaruring Commission has until October to <br />continue to review the responses and make a decision regarding the moratorium. There will be a <br />Public Hearing at the City Council onA6/08/2020.o Reported she interviewed 2 firms to conduct the Shoreline Master Plan Review and <br />Critical Areas Ordinance update, which is due in June 2021. A firm with the ability to conduct <br />1
