KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS <br />STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: <br />TOPIC: <br />ACTION REQUESTED: <br />LEAD STAFF: <br />Mark Cook <br />March 22, 2021 <br />Flood Control District Advisory Committee <br />Bylaw Revision <br />Approve Proposed Revisions <br />RECOMMENDATION: Approve Proposed Revisions to the Flood Control Zone District <br />Advisory Committee Bylaws. <br />BRIEFING SUMMARY: <br />• Each year the Flood Control Zone District Advisory Committee reviews the <br />Advisory Committee Bylaws. <br />• The Advisory Committee is recommending two changes for 2021: 1) clarification <br />that regularly scheduled meetings can be canceled with advance notice and 2) the <br />Advisory Committee recommends a Capital Facility Plan and utilizes evaluation <br />criteria for this purpose. <br />• Bylaw revisions must be approved by the Board of County Commissioners. <br />BACKGROUND: <br />The Flood Control Zone District Advisory Committee reviewed its bylaws during a <br />special meeting held on March 10, 2021. The Advisory Committee approved a motion to <br />recommend two bylaw changes to the Board of County Commissioners: 1) clarification <br />that regularly scheduled meetings can be canceled with advance notice and 2) the <br />Advisory Committee recommends a Capital Improvement Plan to the Board of County <br />Commissioners and utilizes evaluation criteria supporting project selection. The bylaws <br />specify that changes must be approved by the Advisory Committee and the Board of <br />County Commissioners. <br />DISCUSSION: <br />The proposed bylaw changes reflect current (COVID 19 impacted meeting schedules) <br />and proposed practices of the Advisory Committee.
