KITTITAS COUNTY
DEPARTMENT OF PUBLIC WORKS
PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS
STUDY SESSION STAFF REPORT
STUDY SESSION DATE: March 22, 2021
TOPIC: Interlocal Agreement with State Parks — Ginko Parking Lot Improvement
Design and Construction
ACTION REQUESTED: Direct Staff Prepare Enabling Documents
LEAD STAFF:
Mark R. Cook
RECOMMENDATION:
Direct staff prepare enabling documents for Board consideration.
BRIEFING SUMMARY:
• State Parks is requesting Public Works (PW) design parking lot improvements to
Ginko State Park and administer construction of the project.
• PW is preparing to improve Vantage Highway in front of Ginko.
• Vantage Highway improvements are anticipated to have some impact on the
existing parking lot.
• This is a unique opportunity to improve the parking lot in conjunction with our
Vantage Highway improvement project.
• A draft interlocal agreement is attached as EXHIBIT 1.
BACKGROUND:
PW is improving Vantage Highway from Vantage to the top of the grade. The entrance
to Ginko State Park will likely be impacted by PW improvements to Vantage Highway.
State Parks has desired improvements to the existing parking lot for some time and is
now requesting design and construction support.
DISCUSSION:
Improvements to Ginko State Park will facilitate better traffic circulation and allow for
improvements to stormwater discharges from the existing parking lot. PW has the
expertise and capacity to support parking lot design and construction services at Ginko
State Park that will complement our current scheduled improvements to Vantage
Highway.
FISCAL IMPACTS:
PW will obtain cost recovery from State Parks for parking lot design efforts. Total
design and construction services are estimated to cost $130,411.
Public Works "Work Session Staff Report", 2021
