Final 4.15.11 <br /> 3 <br /> <br /> <br /> <br /> <br />INTRODUCTION In February 2008, the Board of County Commissioners reactivated the defunct Homeless and Affordable Housing Committees and charged the two new groups with the responsibility of writing a 1) a 10-year Plan to reduce homelessness in Kittitas County by 50% by 2015 and 2) a plan to address Affordable Housing needs in Kittitas County. In November 2008, the Board of County Commissioners merged the two committees into the Homeless and Affordable Housing committee and gave the responsibility for developing the plans and processes needed to address homeless and affordable housing issues in the county as well as develop processes to use ESSB 2163 homeless funds and HSB 2160 affordable housing funds in Kittitas county. On February 3, 2009 at the Board of County Commissioner’s Agenda session, the Revised 10-Year Plan to Reduce Homelessness in Kittitas County by 50% by 2015 was adopted by the Board. Subsequent to that adoption, the Homeless and Affordable Housing Committee (HAHC) presented documents to implement grant guidelines and grant processes in Kittitas county to disburse 2163 and 2160 funds to qualified agencies in the county that presented grant requests to the Committee. These documents were approved by the Board of Commissioners at the Commissioner’s Agenda Session, May 21, 2009. Revisions to these documents were presented and approved by the Board of Commissioners on August 24, 2010. The HAHC issued its first RFP for grant requests from the 2160 and 2163 funds in August 2009, and the first disbursement of funds occurred on October 1, 2009. The HAHC issued another RFP in February 2009. To date two disbursements were authorized by the Board of Commissioners without requiring the receiving agency to undergo the RFP process. In total, the amount of funding authorized by the BOCC from the 2163 funds to date is $289,408; from the 2160 funds is $220,400. See chart in the following section for details.
