Local Plan Implementation <br /> <br />The following Guiding Principles are recommended to the Kittitas County Board <br />of Commissioners (BOCC) for the implementation of ESSHB 2163, the Homeless <br />Housing and Assistance Act. <br /> <br />1. Administration <br /> <br />The Kittitas County Board of Commissioners has primary responsibility for <br />administration of the program and shall retain the funds authorized under RCW <br />36.22.178 (amended) for this purpose. <br /> <br />2. Review Committee (HAAHC) <br /> <br />In November 2008, the BOCC combined the Homeless Assistance Committee and <br />the Affordable Housing Committee, creating the Homeless and Affordable <br />Housing Committee (HAAHC). This committee shall review and recommend <br />expenditures denoted in the Plan and provide accountability for these funds. <br />The HAAHC will establish a process to recommend expenditures to the Kittitas <br />County Board of Commissioners through a Request for Proposal process initiated <br />by that body. Committee members will be required to follow established <br />conflict of interest policies. The BOCC shall make the final determination of all <br />awards. <br /> <br />4. Fund Availability <br /> <br />On an annual basis, the Kittitas County Board of Commissioners shall publish a <br />Request for Proposal (RFP) through its established methods. This notice will set <br />forth the purpose; amount of funds available; term of funds to be awarded; <br />deadline for submission of funding applications; where to obtain an application; <br />and other information related to the application process. <br /> <br />In addition, the HAAHC may, upon application, recommend disbursement of <br />funds outside the annual RFP process to meet emergent needs and/or <br />expenditures identified in the plan (See Appendix A). <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
