Adopted by the Board of County Commissioners <br />February 3, 2009 <br /> 23 <br />Advocate for and support private development and <br />construction of affordable rental multi-family and individual <br />housing in Kittitas County. <br /> <br />X <br /> <br />Support short-term rental subsidies (10-20 additional units) to <br />allow homeless households access to affordable housing. <br /> X <br />Support Habitat for Humanity and other home ownership <br />programs that target households below 50% of median <br />income. <br /> <br />X <br /> <br />Encourage new partners to focus on developing affordable, <br />multi-family housing targeting the very-low income and <br />homeless. <br /> <br />X <br /> <br />Foster public support for Housing Land Trust development <br />that targets households below 50% of median income <br /> X <br />5. Create more housing options with a “no strings attached” tenancy potential. <br />Permanent Supportive Housing for people with disabilities, felonies, substance abuse, etc. is <br />non-existent in our county. Without family support, persons emerging from these programs do <br />not have a place to stay in our county while they find permanent housing, jobs, etc. <br />Community agencies and officials have discussed the establishment of an Oxford House <br />(housing for persons discharged from rehabilitation programs) in the county. This and other <br />options for disenfranchised populations need to be explored by a community group. <br /> <br />What Needs to Happen: 2009 By 2012 By 2015 <br /> Enlist a group of community agencies, officials and <br />community members to explore the possibility of establishing <br />an Oxford House and other residential opportunities for <br />disenfranchised people in Kittitas County. <br />X <br />Support the establishment and ongoing maintenance of <br />housing for disenfranchised people in Kittitas County. X <br />Provide for scattered housing throughout the Upper and <br />Lower County, by encouraging/supporting agencies to buy <br />capacity in apartment complexes, designating this capacity for <br />low income renters, with the agency subsidizing a certain <br />percentage the first year, and then having that percentage <br />dropping off each year thereafter, until the occupant(s) is/are <br />self-sustaining. <br /> <br /> X <br />Encourage agencies to negotiate with all of the cities, when <br />the opportunities arise, to lease apartment buildings, use a <br />combination of funding (Community Development Block <br />Grants, Historic Preservation, etc.) to rehab the property, and <br />use it as a Land Trust. Singles, families, whomever could be <br />subsidized for the first year (or 6 months, or whatever length <br />of time), and then that percentage of subsidy could be <br />decreased over time, with the assumption that the occupants <br />are becoming more self-sustaining. As they do, either the rent <br />paid by them at that building gets turned into leasing another <br />property, or the formerly subsidized tenant gets moved out to <br />regular housing <br /> X
