Adopted by the Board of County Commissioners
February 3, 2009
11

Section 3A – Homeless Population and Subpopulations Data

Homeless Population and Subpopulations
(Kittitas County Point In Time Data, 2006-2008)
Overall Homeless Population
An increasing percentage of the homeless populations in Kittitas County are families with
children under age five. While the percentage of homeless households, opposed to homeless
individuals, has remained steady between 64% and 68%, the percentage of children between
birth and age five has increased from 8.1% in 2006 to 19.5% in 2008. Overall, the total number
of homeless people in Kittitas County has decreased from 198 in 2006 to 149 in 2008. We know
that one of the reasons for the decrease is a lack of data reported in 2008. Agencies are
working to strengthen this process in preparation for the 2009 Count. It is possible that with
more resources devoted to this process, along with other economic factors impacting the
Kittitas Valley, we could actually see an increase in the numbers in 2009.
(Note: Kittitas County Point In Time data includes homeless individuals who both do not have a
roof over their heads, meeting our state definition of homeless, but also “couch surf” in homes
of friends and or extended family members, meeting the extended federal definition of
homeless. While the 2008 PIT count indicates ~200 total homeless in our county, that number
is broken down as follows: (~75 persons met the state definition of homeless).

And in more detail…

Age 2006 2007 2008
0-5 16 8.1% 29 16.5% 29 19.5%
6-12 15 7.6% 16 9.1% 9 6.0%
13-17 23 11.6% 8 4.5% 7 4.7%
