6)fi aI5 ructwe loi Rebuilding AnmvIC,� (INFRA) Gfoi,ts <br />project completion; or (3) the applicant should show that they will meet a negotiated Community Benefit <br />Agreement or have completed an Equitable Project Assessment and will be monitoring compliance. <br />Project Readiness <br />In this section of the application, DOT will consider project readiness in two ways: to assess the likelihood of <br />successful project delivery and to confirm that a project will satisfy statutory readiness requirements. <br />Applicants must demonstrate there are no significant risks to successful obligation of funding for a project, <br />including risks associated with environmental review, permitting, technical feasibility, funding, and capacity to <br />manage project delivery. Applications which demonstrate mitigated risks will be considered more competitive <br />than a comparable project with unaddressed risks. <br />Technical Feasibility <br />Applicants must demonstrate the technical feasibility of the project with engineering and design studies and <br />activities; the development of design criteria and/or a basis of design; the basis for the cost estimate <br />presented in the INFRA application, including the identification of contingency levels appropriate to its level of <br />design; and any scope, schedule, and budget risk -mitigation measures. Be sure to include a detailed statement <br />of work that focuses on the technical and engineering aspects of the project and describes in detail the project <br />to be constructed. <br />Project Schedule <br />Provide a detailed project schedule outlining major milestones including state and local planning approvals <br />(inclusion in the STIP), beginning and completing NEPA, design completion, right of way completion, approvals <br />of PS&Es, procurement, and construction. All necessary pre -construction activities must be complete prior to <br />the September 30, 2024 obligation deadline. <br />Required Approvals <br />Environmental Permits and Reviews. The application should demonstrate receipt (or reasonably anticipated <br />receipt) of all environmental approvals and permits necessary for the project to proceed to construction on <br />the timeline specified in the project schedule and necessary to meet the statutory obligation deadline, <br />including satisfaction of all Federal, State and local requirements and completion of the NEPA process. <br />State and Local Approvals. The applicant should demonstrate receipt of State and local approvals on which <br />the project depends, such as State and local environmental and planning approvals and STIP or TIP funding. <br />Additional support from relevant State and local officials is not required; however, an applicant should <br />demonstrate that the project has broad public support. <br />Federal Transportation Requirements Affecting State and Local Planning. Applicants should demonstrate <br />that a project that is required to be included in the relevant State, metropolitan, and local planning documents <br />has been or will be included in such documents. If the project is not included in a relevant planning document <br />at the time the application is submitted, the applicant should submit a statement from the appropriate <br />planning agency that actions are underway to include the project in the relevant planning document. <br />
