KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS <br />STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: February 22, 2021 <br />TOPIC: Amended Local Agency Federal Aid Project Prospectus <br />Manastash Road Creek Bank Stabilization and Snow Park <br />Improvement <br />ACTION REQUESTED: No Study Session Action Required <br />LEAD STAFF: <br />Darren Case <br />RECOMMENDATION: <br />Direct staff to bring forward the amended Local Agency Prospectus for consideration at an <br />upcoming Agenda Session on March 2, 2021. <br />BRIEFING SUMMARY: <br />* Recently the County signed a WSDOT Local Agency Federal Aid Project Prospectus <br />for the preliminary engineering phase of the Manastash Road Creek Stabilization and <br />Snow Park Improvement. <br />* The amount stated on the Prospectus for eligible Federal reimbursement for <br />Preliminary Engineering was larger than the programmed amount by Western Federal <br />Lands. <br />• WSDOT requires the amount requested not exceed the programmed amount by <br />Western Federal Lands. <br />BACKGROUND: <br />The amount in the original Prospectus was based on our 2020 State Transportation <br />Improvement Plan reporting. An error was made by not confirming that state preliminary <br />engineering amount matched the Western Federal Lands final programming letter for <br />preliminary engineering on the project prior to submitting to WSDOT. Public Works <br />proposes amending the current state agreement to align with the Federal reimbursable <br />expenditures from the engineering phase to the construction phase of this project. <br />DISCUSSION: <br />This local agency amendment will require the Chair's signature on a new prospectus to <br />replace the old Local Agency Federal Aid Project Prospectus previously signed. <br />FISCAL IMPACTS: <br />The Federal reimbursable amount for engineering is decreased while the amount for the <br />construction phase is increased. <br />ATTACHMENTS: <br />Exhibit 1: Current Local Agency Agreement <br />Page 1 of 1 <br />Public Works "Work Session Staff Report", 2021 <br />
