KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS <br />STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: <br />TOPIC: <br />ACTION REQUESTED: <br />LEAD STAFF: <br />Arden Thomas <br />February 8, 2021 <br />Water Resources Consulting Services <br />Request to Approve an Advertisement for a <br />Statement of Qualifications to Provide 2021-2022 <br />Kittitas County Water Banking Program Support <br />Services <br />RECOMMENDATION: <br />Approve an Advertisement for a Statement of Qualifications to Provide 2021-2022 <br />Kittitas County Water Banking Program Support Services. <br />BRIEFING SUMMARY: <br />• Kittitas County has previously contracted for Water Resources Professional <br />Services to support the Kittitas County Water Banking Program. <br />• Staff expects additional professional services will be necessary to advance "red <br />zone" solutions and to maximize our water right portfolio for County benefit. <br />• Staff recommends soliciting for on-call task order consulting for professional <br />water resources services, to meet professional service needs. <br />BACKGROUND: <br />In 2013, Kittitas County first entered into a Professional Services Agreement to support <br />and develop the Kittitas County Public Water Bank. Kittitas County expects to require <br />additional technical and policy support to support further Kittitas County Water Banking <br />Program development and has prepared a 2021-2022 Kittitas County Water Banking <br />Program Support Services Statement of Qualifications to solicit for these services. <br />DISCUSSION: <br />Public Works staff expects that technical and policy water resources professional services <br />will be necessary to further support program development, especially as Kittitas County <br />continues to advance "red zone" solutions. Public Works staff would like to contract for <br />services in a manner that is consistent with other recurring professional services needs in <br />the Department, which is to solicit for on-call services, establish professional service <br />agreements with a defined agreement period, and to execute task orders as project <br />developed by the county identify the need of hired consultants with water resources <br />expertise. <br />Page 1 of 3 <br />PUBLIC WORKS BOARD OF COUNTY COMMISSIONERS WORK SESSION STAFF REPORT <br />
