RESOLUTION NO. 2O2O _39 A RESOLUTION adopting the distribution of the 2021HotellMotel tax fund grants. WHEREAS, RCW 39.34.080 and other Washington State law, as amended, authorizes any city to contract with any other citylcounty to perform any governmental service, activity or undertaking which each contracting city/county is authorized by law to perform; and WHEREAS, the governing bodies of Kittitas County and the cities of Ellensburg, Cle Elum, and Roslyn previously entered into an Interlocal Agreement for the purposes of c-reating a consolidated lodging tax grant process fbr special events andprojects; and WHEREAS, in accordance with the Interlocal Agreement, Kittitas County soiicitecl applications for the distribution of the202l Hotel/Motellax fr.rnds in the fonn ofreirrbursable grants for special events and projects throughout Kittitas county; and WHEREAS, in accordance with the Interlocal Agreement, the respective Lodging Tax Advisory Committees (LTACs) or designees of Kittitas County and the cities of Ellensburg, Cle Elum, and Roslyn have reviewed all the applications submitted to Kittitas County; and WHEREAS, in accordance with the Interlocal Agreement, Kittitas County compiled the various participating entity's scoring and ftinding recommendations and forwardrd th"* to the combined county-wide LTAC Consolidated Work Group for further review; and WHEREAS, in accordance with the Interlocal Agreement, the combined courlty-wide LTAC Consoiidated Work Group met in an open public meeting November Z0,2AZ0 on Webex to receive presentations from applicants recommended for ftinding and deliberated to reach a final ftinding recommendation which is to be forwarded to each rntity'r legislative body for final approval; and WHEREAS, in accordance with an amendment to the Interlocal Agreement, each participating municipality agreed to make available 13% of their annual lodging tax collections to be awarded through the consolidated lodging tax grant process; and WHEREAS, Kittitas County designated $154,241.31 to be available for grants as part of this process, Ellensburg designated $46,800.00, Cle Elum designated 523,706.3i, and Roslyn designated $615. l4; and WHEREAS, the combined county-wide LTAC Work Group recommended expending $219,244.99 of the designated funds; and WHEREAS, in accordance with the lnterlocal Agreement, Kittitas County will provide notice to each successful applicant and will require a contract be agreed to by eaCh successftil applicant prior to funding awards being available for reimbursement; and Resolution - Page I
