Page 1 of 2 <br />Public Notice <br />Kittitas County, Ellensburg WA <br />REQUEST FOR PROPOSAL: 2021/2022 HYAK NO PARKING ENFORCEMENT SUPPORT SERVICES <br />All submittals received after 5 PM Local Time on February 19, 2021 will be discarded <br />PURPOSE: Recently, the Kittitas County Board of County Commissioners amended the Snoqualmie Limited Area <br />of More Intense Rural Development (LAMIRD) allowing impounds yards. Seasonal illegal parking is impacting <br />emergency response operations along with routine snow removal operations. The Department of Public Works is <br />seeking proposals from qualified firms in deterring illegal seasonal parking within the community of Hyak. <br />SCOPE OF PROJECT: Towing and impoundment of illegally parked vehicles or other innovative means of discouraging <br />ongoing illegal parking in Hyak. It is anticipated that responders will consider new technologies such as smart release <br />parking boots and/or other technologies that will not require removal of illegally parked vehicles. <br />PROCEDURES FOR SUBMITTAL: <br />If you wish to be considered for work under this Request for Proposal (RFP), you must be a registered consultant on the <br />Municipal Research and Service Center of Washington — Shared Small Works and Consultant Roster (www.mrscroster.org). <br />If interested in providing Hyak No Parking Enforcement Support Services to the County, submit a sealed envelope to <br />Mark R. Cook, Kittitas County Public Works Director, at 411 N. Ruby St. Suite 1, Ellensburg WA 98926. Submittals shall <br />include three copies of your RFP response utilizing provided County response forms. <br />For your records, the County will provide a confirmation email to the contacts provided in the submittal confirming receipt <br />of your interest in the proposal. Submittals received after February 19, 2021 will be disregarded. The County reserves the <br />right to reject one or more submittals. <br />SELECTION PROCESS AND PROPOSED SCHEDULE: <br />Kittitas County selection will be based on the following criterion — a response form is provided in EXHIBIT 1 of this <br />request: <br />1. The firm's ability providing necessary equipment and personnel <br />2. The firm's ability providing impoundment proximate to Hyak <br />3. Innovative technology deployment negating the need for vehicle impoundment <br />4. The firm's ability collecting County no -parking fines and conveying collected revenue to the County <br />The selection process shall be in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. <br />252, 42 U.S.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure <br />that any contract entered into pursuant to this advertisement, disadvantaged business enterprises and airport <br />concession disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to <br />this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration <br />for an award. <br />Anticipated Dates <br />February 19, 2021 - Deadline for RFP submittals <br />February 26, 2021 - Selection of Firm <br />March 2, 2021 - Board of County Commissioners Contract Award <br />The above noted schedule is tentative and may be changed based on the number of proposals submitted. Proposals will be <br />evaluated immediately with final selection targeted for February 26, 2021. <br />AGREEMENT OF SERVICES: <br />The selected consultant(s) will be expected to enter into a standard Kittitas County Professional Services Agreement. <br />Insurance requirements are included in that agreement.
