NIMS COMPLIANCE <br />a- The National lncident Management System (NIMS) identifies concepts and principles that answer <br />how to manage emergencies from preparedness to recovery regardless'of thelr cause, size, <br />location, or complexity. NIMS provides a consistent, nationwide approach and vocabutary foi <br />multiple agencies or jurisdictions to work together to build, sustain, and deliver the tore <br />capabilities needed to achieve a secure and resilient nation. <br />b. C_onsistent implementation of NIMS provides a solid foundation across jurisdictions and <br />disciplines to ensure effective and integrated preparedness, planning, and response. NIMS <br />empowers the components of the National Preparedness Syslem, a requirement of presidential <br />Policy Directive 8, to guide activities within the public ani private sector and describes theplanning, organizational activities, equipping, training, and exercising needed to build and sustain <br />the core capabilities in support of the National preparedness Goal. <br />c. ln order to receive-FY 2020 federal preparedness funding, to include 2OHSGP, the Subrecipient <br />will ensure all NIMS objectives have been initiated andlor are in progress toward completion.NIMS lmplementation Objectives are located at httos://www,fema.oovlmedia- <br />librarv/assets/documetns/1 30743. <br />HSGP SPECIFIC REQUIREMENTS <br />1' The Subrecipient must use HSGP funds only to perform tasks as described in the Work plan <br />(Aftachments D-1 , D-2, D-3), as approved by the Department, and in compliance with this Agreement. <br />a. SHSP-funded projects must assisl state, local, tribal, and territorial efforts to build, sustain, and <br />deliver the capabilities necessary to prevent, prepare for, protect against, and respond to acts of <br />terrorism. <br />b. UASI-funded projec{s must assist high-threat, high-density Urban Areas'efforts to build, sustain, <br />and deliver the capabilities necessary to prevent, prepare for, protect against, and respond to acts <br />of tenorism. <br />c. OPSG-funded projects must enhance cooperation and coordination among Customs and Border <br />Proteclion, United States Border Patrol, and federal, state, local, tribll, and tenitorial law <br />enforcement agencies to support joint efforts to secure the United States' borders along routes of <br />jngress/egress to and from international borders, to include travel corridors in statejbordering <br />Mexico and Canada as well as states and territories with international water borders. State, local, <br />tribal, and territorial (SLTT) law enforcement agencies utilize their inherent law enforcement <br />authorities to support the border security mission and do not receive any additional authority as a <br />result of participation in OPSG. <br />d. State agencies, including law enforcement, must comply with RCW 43.17 .425 and may not use <br />aggncy funds (including this grant), facilities, property, equipment, or personnel, to investigate, <br />enforce, cooperate with, or assist in the Investigation-or enfbrcement 6f any federal registrition <br />or surveillance programs or any other laws, rules, or policies that target Washington iesidents <br />solely on the basis of race, religion, immigration, or citizenship status, ol national oi ethnic origin, <br />except as provided in RCW 43.17.425 (g\. <br />2. The Budget (Attachment E) may include the foltowing caps and threshotds: <br />a. lf funds are allotted for Management and Administration (M&A), such expenditures must be <br />related to administration of the grant.
