KITTITAS COUNTY CONFERENCE OF GOVERNMENTS <br />PUBLIC FACILITIES FUND <br />POLICY NUMBER: 2020-01 <br />POLICY TITLE: Obligating Grant Awards <br />NARRATIVE: <br />The Council of Governments (COG) recognizes the value of infusing the local economy <br />by financially supporting construction of public facility infra-structure through their grant <br />award process. Kittitas County's Public Facilities Fund provides the mechanism for <br />investing Distressed County Sales and Use Tax in Kittitas County. The Fund historically <br />carries a healthy fund balance to ensure funding of to award projects without <br />construction obligation. COG recognizes it is time to formalize expectations for <br />obligating construction funding following grant award as awarded by the Board of <br />County Commissioners. This policy seeks to tighten the timeline from grant award to <br />project construction. <br />Obliqatinq Construction <br />Once the Board of County Commissioners executes a grant agreement with a grantee, <br />the grantee shall obligate funding towards construction of the project no later than six <br />months from the time of grant execution (providing the grantee has not submitted the <br />project as being "banked" - COG Policy 2018-05). Obligation is expected to take two <br />forms: consultant contracting or contractor award. Presuming the COG recommends a <br />design only phase of a proposed Public Facility grant, obligation requirements are met <br />on the date of grantee signature on consultant design contract(s). COG recommended <br />construction awards will complete obligation requirements on the date of grantee <br />signature on construction contracts.
