Kittitas County Capital lmprovement Program January 5, 2021 <br />Frequently Asked Questions <br />How does the County determine priorities for the projects listed in the CFP? <br />This CFP provides general guidance on prioritizing public facility projects. Each <br />project proposal is reviewed by the CFP Task Force using the following criteria: <br />1. Improvements to obsolete or worn out existing public facilities that <br />achieve or maintain adopted levels of service. <br />2. New or expanded public facilities that achieve or maintain adopted levels <br />of service. <br />3. Improvements to existing public facilities or new public facilities that <br />eliminate hazards. <br />4. New or expanded public facilities that achieve or maintain adopted levels <br />ofservice as forecasted during the next six-years. <br />5. Improvements to existing public facilities or new public facilities that <br />reduce the operating cost ofproviding a public service or facility. <br />6. New facilities that provide excess capacily that will be needed beyond <br />the next six-years. <br />7. All other facilities the County is obligated to complete that do not meet <br />the criteria above. <br />8. Availability of funding. <br />The Board of County Commissioners make the final determination of the priority <br />order of the projects listed in the CFP. <br />Are projects automatically given funding in priority order? <br />No, if grant funds are applied for and received, chances are good that the grant <br />funded project will become a priority. Grant funds awarded become new and <br />additional revenue to the County, above and beyond the County's current <br />resources. The County continually looks for ways to reduce the reliance on <br />General Fund dollars for capital projects to stretch current resources. <br />Wilt a project that is partially funded be listed in the CFP? <br />It depends. If the project is still in-progress, but no additional money is needed <br />beyond what has already been appropriated, it will not show up in the CFP in <br />future years. If the project does need additional funds appropriated beyond the <br />current level of funding, it will continue to show up in the CFP. <br />Are all projects in the CFP completed within the next 6 years? <br />No, for several reasons. First, the CFP is annually reviewed and amended to <br />verify that fiscal resources are available. Second, the need for capital facilities is <br />generated by population growth, existing facility deficiencies, major facility <br />maintenance and repair needs, intemal operations, and Comprehensive Plan goals <br />and policies. There is a need to continually assess which projects are affected <br />and should be considered a priority.
