SUMMARY DESCRIPTION OF PROJECT (See instruction on reverse) <br />The Cornprehensive Opioid, Stimulant, and Substance Abuse Program (COSSAP) was developed as part ofthe Comprehensive Addiction and Recovery Act <br />(CARA) legislation. COSSAP's purpose is to provide financial and teclmical assistance to states, units oflocal government, and Indian tribal govemments to <br />develop, implernent, or expand comprehensive efforts to identio,, respond to, treat, and support those impacted by illicit opioids, stimulants, and other drgs of <br />abuse. <br />The objective of Category I is to encourage and support the development ofcomprehensive, locally driven responses to opioids, stimtrlants, and other substances <br />that expand access to supervision, treatment, and recovery support services across the crirninaljustice system; support law enforcernent and other first responder <br />diversion programs for nonviolent drug offenders; promote education and prevention activities; and address the needs ofchildren impacted by substance abuse. <br />oJP FORM 4000i2 (REV 4-88)
