12/29/2020 MINUTES 2 <br /> PUBLIC HEARING 6-YEAR CAPITAL IMPROVEMENT PROGRAM CDS <br />At 10:11 a.m. CHAIRMAN WACHSMITH opened a Public Hearing to consider <br />the Six-Year Capital Improvement Program (CIP) for the Planning <br />Period 2021-2026. <br /> DAN CARLSON, CDS DIRECTOR provided a Staff Report and indicated The <br />Growth Management Act (GMA) requires the County’s Comprehensive Plan <br />to include a capital facilities element and to include at least a <br />six-year plan that will finance such capital facilities within <br />projected funding capacities and that clearly identifies sources of <br />public money for such purposes. He indicated Staff has worked with <br />County departments as well as external agencies and organizations to <br />prepare the proposed CIP for the planning period 2021-2026. He <br />recommended Board approval of the proposed Capital Improvement <br />Program for the Planning Period 2021-2026. <br /> THOSE IN ATTENDANCE AND PROVIDING TESTIMONY: TERRY LaRUE said he <br />provided testimony during the previous Public Hearing and reiterated <br />how the Federal Government should not pay for the mitigation of <br />wetlands that the County decided on. THERE BEING NO OTHERS REQUESTING TO TESTIFY, THE PUBLIC PORTION OF THE HEARING WAS CLOSED. VICE-CHAIRMAN OSIADACZ moved to approve the Six-Year Capital <br />Improvement Program for the Planning Period 2021-2026 and directed <br />Staff to prepare enabling documents.
