KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS — BOARD OF COUNTY COIMMISSIONERS <br />STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: December 28, 2020 <br />TOPIC: Water Metering Fee Collection Agreement Between <br />Public Works and the Treasurer's Office <br />ACTION REQUESTED: Direction to Staff <br />LEAD STAFF: <br />Arden Thomas <br />RECOMMENDATION: <br />Direct staff to prepare enabling documentation <br />BRIEFING SUMMARY: <br />• Kittitas County landowners required to meter their mitigated water usage pay an <br />annual fee, which is set by the department fee schedule. <br />• Public Works desires that this annual fee is paid through the Treasurer's Office. <br />• Public Works staff has worked with the Treasurer's Office to prepare a Public <br />Works Water Metering Fee Collection Agreement. <br />• Director Cook's signature on this document will need to be ratified by the Board <br />of County Commissioners. <br />BACKGROUND: <br />13.40.030 requires that all new uses of groundwater for domestic purposes in Kittitas <br />County (within the Yakima River Basin) using wells as their potable water source are <br />required to meter their mitigated water usage and pay an annual fee, which is set by the <br />department fee schedule. The current annual fee is $180. This fee is currently noticed and <br />paid through the Kittitas County department administering the metering program. Public <br />Health staff initially engaged the Treasurer's Office about an agreement to notice and <br />collect this fee through the Treasurer's Office. Public Works is now administering the <br />metering program and is also supportive of working with the Treasurer's Office to collect <br />the annual fee payment. Staff from Public Works and the Treasurer's Office have <br />finalized a Water Metering Fee Collection Agreement. <br />DISCUSSION: <br />The annual metering fee will be noticed along with the property tax statement and <br />metering customers will be able to pay their annual metering fee through TaxSifter.
