interests on the County's transportation network could easily result in conflicts on the <br />County road network if not comprehensively planned and managed. <br />PW proposes working with the Board of County Commissioners in the first quarter of <br />2021, vetting current plan goals and amending the plan as desired by the Commission <br />(EXHIBIT 2). PW envisions a series of workshops with the Board resulting in a <br />prioritized action plan by mid -2021. Work from the Upper County Traffic Committee <br />(UCTC) underscores the need for PW to develop a pedestrianibike plan that will guide <br />future Road Fund capital investing. A comprehensive paths and trail plan is also being <br />advanced by County outdoor recreation enthusiasts. A similar effort is expected for <br />Lower County as well. Once the pedestrian/bike plan is complete, PW and the Board can <br />better assess impacts from an ATV tourism plan avoiding potentially dangerous conflicts <br />on County roads. Completion of a paths and trail plan could then springboard additional <br />PROS implementation efforts in 2022 guiding investment in conservation lands. As part <br />of the 2021 work program, PW recommends adopting a long-range funding plan <br />associated with a sustainable year to year work program for supporting additional parks, <br />recreation, and tourism opportunities within the County. <br />FISCAL IMPACTS: <br />PW has evaluated the allowable second half of one percent local sales tax as the preferred <br />PROS sustainable funding element. Unlike REET 2, this sales tax is unconstrained for <br />investing (EXHIBIT 3). Use of this funding mechanism negates the use of REET 2. A <br />query of the Department of Revenue's website by County lists local sales tax at 0.015 <br />(0.05 sales tax and 0.09 distressed county).
