condition in which water can spread freely across the floodplain. The <br />County agrees to setback 300 feet from the centerline of the easternmost <br />identified probable significant flood path, allowing sufficient space for <br />river reconnection and buffering. The Yakima Integrated Plan Habitat <br />Subcommittee agrees to review the County's flood risk work and will <br />affirm the probable significant flow paths if they concur. Upon <br />concurrence, the County agrees to make the area set aside for the channel <br />and buffer area available for habitat enhancement work immediately <br />following concurrence on flow path alignment. Area 3 would then be <br />defined as that portion of the County Sprayfield property extending from <br />the western boundary of the property eastward to the setback located 300 <br />feet eastward of the centerline of the easternmost identified probable <br />significant flow path. The County would use Area 3 for the same uses <br />proposed for Area l (see #I a), as well as accommodating flow through the <br />identified significant flow paths. <br />b. Management of Area 4 (Defined as the remainder of the County <br />Sprayfield not included in Area 3): The County intends to manage Area 4 <br />similar to Area 2 (see #1 b). <br />We believe this letter provides the desired commitment from the County allowing the <br />YBIP Habitat Subcommittee sufficient confidence to move forward with incremental <br />land acquisition funding.
