KITTITAS COUNTY <br />PUBLIC WORKS STUDY SESSION MINUTES <br />Webex <br />Regular Meeting <br />MONDAY 1:30 PM DECEMBER 28, 2020 <br />Board members present: Chairman Brett Wachsmith, Commissioner Cory <br />Wright <br />Others: Mark Cook, Arden Thomas, Candie Leader, Josh Fredrickson, <br />Nicole Ogan, Public Works; Mike Flory, Jessica Miller, Pat Nicolson, <br />Community Development Services and Three (3) Members of the Public <br />At 1:31 pm Chairman Brett Wachsmith opened the Public Works Study <br />Session. <br />WATER METERING FEE COLLECTION AGREEMENT BETWEEN PUBLIC WORKS AND THE <br />TREASURER'S OFFICE <br />Arden Thomas gave background on the water metering program and stated <br />that an annual fee is required by landowners which is set by the <br />department fee schedule. Arden Thomas continued that Public Works <br />would like the Treasurer's Office to collect this fee and an <br />agreement between the departments is required for this request. <br />Discussion was held. Staff was directed to have the Director of <br />Public Works sign the agreement and bring forward enabling documents <br />to ratify said signature at the next agenda session. <br />UPDATE ON ADVANCED MITIGATION COMMUNICATION TO RESOURCE AGENCIES <br />Mark Cook gave background on the project and stated that the last <br />briefing on the project included direction to move forward to address <br />the wetland impacts anticipated at Bowers Field. Mark Cook continued <br />that staff along with Jacobs Environmental drafted a proposal that <br />was sent to Washington State Department of Ecology (WADOE) and US <br />Army Corp of Engineers (USAGE). Mark Cook added that staff has <br />received a response from WADOE and was informed of staff changes at <br />USACE and the Federal Aviation Administration. Mark Cook explained <br />the quick timeline for this project and the available properties to <br />potentially be used for mitigation. Discussion was held. <br />IMPLEMENTATION OF 2016 KITTITAS COUNTY PARKS, RECREATION AND OPEN <br />SPACE PLAN DISCUSSION <br />Mark Cook gave background on the 2016 Kittitas County Parks, <br />Recreation and Open Space Plan and how the plan came up during 2021 <br />budget discussions. Mark Cook noticed the Board of County <br />Commissioners (BOCC) of the exhibits included with the briefing for <br />their review as time allows.
