County has obligations to partners rasing out of the MFARM acquisition, the fate of the
pits is ours to determine. PW staff recognizes the value of comprehensively planning this
entire reach of the Yakima, but final mitigation decisions at the pits and on FLYING M
land are the County's to make. Ideally, all stakeholders will be in lock step as we move
forward creating a mitigation bank for ELN and future road environmental impacts.
Successful implementation of our Advanced Mitigation Bank will support current and
future airport development plans, offset future road improvement impacts and serve as a
model for Eastern Washington communities.
FISCAL IMPACTS:
Staff is starting to scope next phase costs associated with environmental assessments of
Hansen Pits, MFARM and FLYING M.
ATTACHMENTS:
Exhibit 1: Resource agency proposal
Exhibit 2: WADOE response
Exhibit 3: 2017 Board commitment letter to the avulsion study at Hansen Pits
Page 3 of 6
PUBLIC WORKS BOARD OF COUNTY COMMISSIONERS WORK SESSION STAFF REPORT
