KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS <br />STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: December 28, 2020 <br />TOPIC: Update — Advance Mitigation Communication to Resource Agencies <br />ACTION REQUESTED: None required. <br />LEAD STAFF: <br />Mark R. Cook <br />RECOMMENDATION: <br />Support staff efforts. <br />BRIEFING SUMMARY: <br />• The Board of County Commissioners has been previously briefed on staffs <br />proposal creating an "Advanced Mitigation Bank" seeking to offset immediate <br />wetland impacts anticipated at Bowers Field resulting from ACIP implementation. <br />• Jacobs Environmental, working with Public Works staff, recently transmitted our <br />proposal to: Washington State Department of Ecology (WADOE) and the United <br />States Army Corps of Engineers (USACE). <br />• We have received a response from WADOE. <br />• We have been noticed of a staffing change at USAGE. <br />• We have been noticed of a staffing change at FAA. <br />• Preliminary results from our Hansen Pits avulsion study with Watershed Science <br />and Engineering are very encouraging. <br />BACKGROUND: <br />In fall 2019, PW staff met with Special Deputy Dykstra and a wetland bank creator <br />discussing the likelihood of creating a wetland Mitigation bank in Kittitas County. The <br />Board is aware of the Environmental Assessment (EA) being conducted for Bowers Field <br />supporting significant capital improvements in the next several years. PW staff has been <br />working with Airport consultant Century West Engineering since the onset of the EA. <br />Following the discussion with Special Deputy Dykstra, PW staff solicited the expertise of <br />Craig Broadhead from Jacobs Environmental. Mr. Broadhead suggested staff evaluate: <br />"Washington State Department of Ecology, U.S. Army Corps of Engineers Seattle <br />District and U.S. Environmental Protection Agency Region 10.
