Independent areas of Airport Staff Management shall cover the following areas; <br />1) Standard Operating Procedures <br />a) Daily operations <br />b) Preventative maintenance <br />c) Emergency Response <br /> <br />2) Standard lease negotiation, renewals and enforcement of terms & conditions <br /> <br />3) Department Management Issues <br />a) Tenant Relations <br />b) Grant Administration <br />c) Project Management <br />d) Budget Preparation and Presentation <br /> <br />4) Staff Hiring except for which is solicited from the Board of County Commissioners for <br />Airport Director Roles. <br /> <br />In Areas of Independent Staff Management, Airport Staff may, as they see fit, solicit input from <br />the AIRPORT ADVISORY COMMITTEE. <br /> <br />When issues arise related to customer service or quality control, Airport Staff shall exhaust all <br />opportunities to resolve the issue with a third party before bringing the matter to the Airport <br />Advisory Committee for its input. <br /> <br />The Airport Advisory Committee can, periodically, submit suggestions for improvements related <br />to independent areas of Airport Staff Management when it sees the need, even if such input was <br />not solicited. <br /> <br />The Director of Airport Operations or Airport Staff shall attend all Airport Advisory Committee <br />meetings but shall not have a vote. The Director or Airport Staff shall report to the Board of <br />County Commissioners any recommendations of The Committee. <br />The Committee will strive to meet once a month on the second Wednesday of the month, but in <br />no event less than once every three months. Special meetings may be requested by the Director <br />of Airport Operations, Airport Staff, or the Committee. <br />The Committee Chair will prepare a report in December of each year outlining long- range goals <br />for airport property development, along with accomplishments for the preceding year. <br />The makeup of the Airport Advisory Committee shall be seven (7) members which may include <br />representatives from the County, the City of Ellensburg, those with an interest in economic <br />development, agricultural or hanger lessee, pilot representative, airport/business park tenants, or
