Cook and Joshua Fredrickson. <br />RECOMMENDATION: <br />Reject unsuitable asphalt paving at Coleman Creek on Vantage Highway. <br />BRIEFING SUMMARY: <br />• Fish barrier removal project on Coleman Creek at Vantage Highway is <br />substantially complete. <br />• Poor paving without 2% cross -slope is being rejected. <br />• County is looking for a remedy from the contractor. <br />BACKGROUND: <br />During recent final paving at Coleman Creek Fish Barrier Removal Project (Vantage <br />Highway); the contractor was directed to shape roadway cross -slope ahead of paving. <br />The contractor refused. The road's inconsistent cross -slope now provides an <br />unacceptable rough ride. The Contractor is burdened with providing survey control. The <br />County contract included a bid item for contractor survey control. <br />DISCUSSION: <br />Public Works (PW) has noticed the contractor (Belsaas and Smith, Inc.) of our pending <br />rejection of asphalt paving. PW is awaiting a proposal from the contractor addressing the <br />pavement deficiency. PW is not paying for any asphalt in the interim. PW is allowing <br />the contractor to propose a remedy. Anticipated options to remedy the deficient <br />pavement include: grinding the top layer and repaving with grade control, or removing <br />all asphalt and replacing with grade control. Failure on the part of the contractor to <br />provide a suitable correction may result in additional action including non-payment for <br />pavement work or suspend the contractor for a three year period from doing any further <br />County construction work. <br />FISCAL IMPACTS: <br />Contract paving is bid at: $58,500.00.
