Cook. <br />RECOMMENDATION: <br />Direct staff to prepare enabling documents conveying a portion of Sparks Road to <br />Washington State Department of Transportation (WSDOT). <br />BRIEFING SUMMARY: <br />• Resolution 2020-126 amends an agreement with WSDOT allowing for the <br />conveyance of real property (a portion of Sparks Road). <br />• Staff is preparing enabling documentation allowing Board conveyance of a <br />portion of Sparks Road. <br />BACKGROUND: <br />WSDOT is starting the next phase of I-90 widening following construction delays related <br />to the COVID-19 pandemic. PW has previously briefed the Board and the Board <br />amended its agreement with WSDOT in Resolution 2020-126. A quit claim deed from <br />the County to WSDOT is now required to convey a portion of Sparks Road. <br />DISCUSSION: <br />The portion of Sparks Road being impacted results from WSDOT's realignment of <br />westbound I-90 traffic. While the legal description is not something that the Director or <br />County Surveyor readily accept, we are begin told that no change to the legal description <br />will be entertained by WSDOT.
