The Subrecipient shall use the EMPG-$ funds authorized under this Agreement only to perform <br />tasks as described in the Work Plan of the Subrecipient's application for funding, as approved by <br />the Depailment and incorporated into this Agreement. <br />Funding may not be used to replace or supplant existing local or tribal government funding of <br />emergency management programs. <br />The Subrecipient shall provide a fifty percent match of non-federal origin. The Federal share <br />applied toward the EMPG-S budget shall not exceed fifty percent of the total budget as submitted <br />and approved inthe application and documented in the Budget (Attachment E). To meet matching <br />requirements, the $ubrecipient's cash matching contributions must be considered reasonable, <br />allowable, allocable, and necessary under the grant program and must comply with all Federal <br />requirements and regulations, including, but not limited to, 2 CFR Part 200, An appropriate <br />mechanism must be in place to caplure, track, and document matching funds. ln the final report, <br />the Subrecipient shall identify how the match was met and documented. <br />lf funding is allocated to emergency communications, the Subrecipient must ensure that all <br />projects comply with SAFECOM Guidance on Emergency Communications Grants ensuring the <br />investments are compatible, interoperable, resilient, and support national goals and objectives for <br />improving emergency communications. <br />Subrecipients are encouraged to participate in the State's annual Training and Exercise Planning <br />Workshop (TEPW)/lntegrated Preparedness Planning Workshop (IPPW or may conduct their <br />own local/regional TEPWIPPW <br />lf funding is allocated to non-DHS FEMA training, the $ubrecipient must request prior approval <br />from the Department Key Personnel before aftending lhe training. The Department will coordinate <br />approval with the State Training Point of Contact, Pursuant to DHS/FEMA Grant ProgramsDirectorate Policy FP 207-008-064-l {https://www.fema.gov/media- <br />librarv/assets/docungnts/34856), the training must fall within the FEMA mission scope and be <br />included in the Subrecipient's Emergency Operations Plan. This requirement only applies to <br />training courses and does not include attendance at conferences.
