Suncadia representatives and the United States Forest Service District Ranger
discussing Baker Road and Winston Creek Road. Suncadia reiterated its position of not
opposing the closure of Baker Road and the District Ranger reiterated her desire for
maintaining public access to the Cle Elum River. PW has spent several months
attempting to find a sign bridge manufacturer allowing deployment of a sign bridge
with an elevation set precluding dump truck height while allowing passenger vehicles.
Those efforts finally stalled in late September 2020.
DISCUSSION:
A recent Board discussion regarding a Suncadia final plat application brought renewed
urgency to the issue from area residents. Responding to resident requests, Public
Works recently coordinated with a local landowner placing barriers in the roadway
allowing passenger vehicle traffic while discouraging large construction traffic. The
barriers allow access of a local developer to a gravel pit. The section of road
connecting Baker to Swiftwater Drive is owned by the local developer. PW has
secured permission from the developer to place the barricades.
Closing Baker Road to construction traffic is expected to result in complaints from
the construction industry. Access will shift to the main entrance of the resort on
Bullfrog Road. This action is expected to re-engage discussions between the
construction industry and Suncadia management on allowing construction access to
Highway 903 at Swiftwater Drive. The action provides relief to area residents and
respects the request of the Forest Service maintaining public access to the Cle Elum
River,
FISCAL IMPACTS:
The cost of barrier placement is expected to be approximately $1,000.
ATTACHMENTS:
Exhibit I : Map
PUBLIC WORKS BOARD OF COUNTY COMMISSIONERS WORK SESSION STAFF REPORT
