IECIPCV6 <br />TASK 5 — ENVIRONMENTAL <br />Objective: Prepare and submit environmental analysis and permitting for project approval <br />under federal, state, and local laws and regulations. Environmental permitting includes NEPA and <br />SEPA processes and assumes that each will receive a categorical exclusion. <br />Consultant Responsibilities: <br />1. Prepare Draft NEPA Environmental Classification Summary (ECS) and SEPA Checklist based <br />upon project specifications and existing technical studies. These will identify potential <br />environmental impacts and any mitigation measures necessary to reduce project impacts <br />to less -than -significant levels. <br />2. Prepare Final NEPA ECS and SEPA Checklist. Revise drafts based on review and input from <br />County, WSDOT and other State agencies, as required and submit final drafts. <br />Assumptions: <br />1. Project will receive a NEPA Categorical Exclusion <br />2. Project will receive a SEPA Categorical Exclusion <br />3. Completion of the NEPA/SEPA will meet requirements of local laws and regulations and no <br />additional local permitting is required. <br />4. Project does not result in an increase of impervious surface <br />5. Project does not require or include right of way acquisition <br />6. Project does not result in change to existing traffic volumes or patterns <br />7. Project does not result in substantial changes in noise levels (except temporary construction <br />noise) <br />8. Project does not result in changes to land use. <br />9. Project does not result in changes to air and water quality <br />10. Project does not include non-exempt demolition activities <br />11. No previous land use with potential for hazardous materials and no anticipated disturbance <br />of hazardous materials. <br />12. Project does not fall within the 100 -year floodplain <br />13. Project is not within 300 feet of a water body, wetlands, environmentally sensitive area, <br />listed endangered or threatened species or critical habitat. <br />14. Project does not include use of properties protected by Section 4(f) of the Department of <br />Transportation Act (49 U.S.C. 303) <br />1S. No effort beyond that provided for in Task 3 Cultural Resources Assessment is required in <br />relation to cultural and historic resource management. <br />County Responsibilities: <br />1.
