WEMSgVMSCENTEWISEMANAGEMENTSY3TEMGrantRequirementsAcknowledgementFormforHighVisibilityEnforcement(HVE)MobilizationsWEMSID:2021-HVE-4053-Region12TargetZeroTaskForceBeforebeginningworkonthisgrantproject,thegranteeProjectManagershouldthoroughlyreadandunderstandthetermsoftheInteragencyAgreement(IAA).ThisGrantRequirementsAcknowledgementFormprovidesanexplanationofsomekeytermsandhighlightsbutisnotcomprehensive.IftheProjectManagerhasquestionsafterreviewingthisdocument,pleaserefertotheWTSCGrantsManagementManual,orcontacttheWTSCProgramManagerassignedtothisgrant.Whenyou,thegrantProjectManager,agreetothisdocument,youcertifythatyouunderstandthegrantrequirementsandagreetofullycomplywiththetermsandconditionssetforthintheAgreement/Contract,aswellasadditionalfederalrequirementsoutlinedintheCodeofFederalRegulationsforFederalGrantsandAgreements,asreferencedbelow.IfanythinginthisdocumentconflictswiththeAgreement/Contract,theAgreement/Contracttakesprecedence.Beforeyoubeginwork,youmusthave:•AfullyexecutedIAAorcontractsignedbybothparties.•AttestedtotheGrantRequirementsAcknowledgmentForm(thisdocument).WorkcannotbeginbeforethestartdateontheIAA,orbeforetheIAAissignedbyallparties.WTSCwillonlyreimburseexpensesincurredaftertheIAAisfullyexecuted.SelectContractProvisions:•StatementofWork:Thissummarizestheworktobedoneforthisgrant.Ifthischangessignificantly,thegranteewillneedtorequestachangeinWEMS,andanIAAamendmentmayberequired.•HighVisibilityEnforcement(HVE)OperationalRequirements:ThespecificHVErequirementslistedintheScopeofWorkareextremelyimportanttothesuccessofthehighvisibilityenforcementstrategy.ALLoftheserequirementsmustbefollowed.•WEMSDigitalActivityLog:WTSCrequiresallagenciesparticipatinginhighvisibilityenforcementtousetheWEMSsystemtodocumenttheactivityofallparticipatingofficers.AnofficercannotparticipateiftheydonothaveaWEMSaccountanddonotinputtheiractivitiesintotheWEMSdigitalactivitylog.•OfficerTrainingRequirements:StartingMarch31,2021,WTSCwillbegintoenforcethetrainingrequirementsofparticipatingofficers.AnyofficerparticipatingofficermustdocumentinWEMSthattheyhavecurrentqualificationsforBACandSFST.•PeriodofPerformance:Allworkmustbecompleted,andgoodsandservicesmustbereceived,duringtheperiodofperformanceontheIAA.Page1of2
