KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC 'CORKS <br />PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS <br />STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: October 12, 2020 <br />TOPIC: Reclassify the Technical Secretary to Administrative Assistant <br />ACTION REQUESTED: Authorize Reclassification of the Technical Secretary to <br />Administrative Assistant <br />LEAD STAFF: <br />Mark R. Cook <br />RECOMMENDATION: <br />Authorize reclassification of the Technical Secretary to Administrative Assistant. <br />BRIEFING SUMMARY: <br />• Recently, Public Works (PW) concluded solicitations for Technical Secretary. <br />• During the process, PW has developed a business need that negates the necessity <br />for the Technical Secretary in favor of an Administrative Assistant. <br />• The change creates a professional track for applicant that is not available as <br />Technical Secretary and manages the need for the position to deal with possible <br />union issues requiring discretion in the absence of the Administrative Supervisor. <br />BACKGROUND: <br />The Technical Secretary position has remained vacant thus far in the 2020 budget year. <br />During a recent employment solicitation, it became evident that PW's business need has <br />changed in favor of an Administrative Assistant. The change is budget neutral. <br />DISCUSSION: <br />Hiring an Administrative Assistant better meets the support needs of the Director. <br />Numerous confidential issues are expected to be managed by the position in concert with <br />the Administrative Supervisor, The new position is a non-union position. The recent <br />hiring of the County Engineer position provides increased technical support to the <br />engineering division negating the primary need for the Technical Secretary. <br />FISCAL IMPACTS: <br />Budgeted for 2020.
