Degrees North/Bull&og Flats issue. The SEPA iszue may bc an issue that meinbers of the <br />commrmity may have. More and more people will have opinions on this matt€r. It would be <br />good for council to hear the level of interest fiom the public regarding SEPA issues, espcially <br />regarding the 47 Degees North Project. Council meinber llarpc noted SEPA rcquires a public <br />hearing at the Planning Comnission lwel, Appeals to council, which is unqualified to deliberate <br />on this subjeot, could reeult in poor dccisions; it would be better to send appeals to a qualified <br />judge.
