Grantees should ensure equitable access to Shelter Program and <br />equitable housing outcomes of Shelter Program participants. <br /> <br />Equitable access means that the race and ethnicity of people entering <br />the Shelter Program are similar to the community demographics. <br />Equitable access is measured by comparing the percent of people in <br />poverty by race and ethnicity to the percent of people entering the <br />Shelter Program by race and ethnicity. <br /> <br />Equitable housing outcomes means that the outcomes of the Shelter <br />Program participants should be similar, regardless of race or ethnicity. <br /> <br /> <br />d.
