10/06/2020 MINUTES 4 AGREEMENT SUMMIT FOOD SERVICE SHERIFF Acknowledge an Agreement between Kittitas County on behalf of the Kittitas County Corrections Center and Summit Food Service, to provide food, beverages, goods, merchandise and supplies at the Kittitas County Corrections Center beginning November 1, 2020 through October 31, 2025. SET PUBLIC HEARING SPEED REDUCTION – LYONS ROAD PUBLIC WORKS Approve Setting a Public Hearing to consider a Speed Reduction on Lyons Road and to Amend the Kittitas County Code Section 10.08.020 Speed Limits, to be held on Tuesday October 20, 2020 at 2:00 p.m. and to authorize the Clerk to publish said notice. CALL FOR BIDS SNOW & ICE CONTROL PUBLIC WORKS Approve a Notice of Call for Bids to furnish Snow and Ice Control projects for the Calendar Year 2021, to be accepted until October 22, 2020 at 2:00 p.m. at the Kittitas County Public Works Department, 411 North Ruby Street, Suite 1, Ellensburg, WA which time bids will be no longer accepted and to authorize the Clerk to publish said notice. RESOLUTION 2020-161 PARKE CREEK ROAD PUBLIC WORKS Approve Resolution No. 2020-161, Classify Parke Creek Road MP 7.34 to MP 11.64 as Being “Primitive Road” Pursuant to Revised Code of Washington at 36.75.300. CORRESPONDENCE – NONE ADMINISTRATIVE MATTERS - NONE CITIZEN COMMENTS ON NON-AGENDA ITEMS - NONE BOARD DISCUSSION/DECISION ITEMS DISCUSSION WETLAND DELINEATION – BOWERS FIELD PUBLIC WORKS Mark Cook, Public Works Director/Interim Engineer provided a Staff Report and requested direction from the Board on their desire of the United States Army Corps of Engineers Wetland Delineation Process. He recommended pursuing a “Preliminary Jurisdictional Determination with the Army Corps of Engineers (USACE) delineating wetland extend impacting the Bowers Field (ELN) Capital Improvement Plan with the Federal Aviation Administration (FAA). The Board agreed with Staff’s recommendation and authorized them to move forward. MISCELLANEOUS - NONE
