10/05/2020 MINUTES 1 <br />COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON WEBEX SPECIAL MEETING <br /> MONDAY 2:00 P.M. OCTOBER 5, 2020 <br />Board members present via WebEx: Chairman Brett Wachsmith; Vice- <br />Chairman Laura Osiadacz; and Commissioner Cory Wright. <br /> <br />Others: Julie Kjorsvik, Clerk of the Board; Amy Cziske, Treasurer; <br />Taylor Crouch, Deputy Clerk of the Board I; Judy Pless, Budget & <br />Finance Manager; Mark Cook, Public Works Director/Interim Engineer; <br />Mandy Buchholz, Deputy Clerk of the Board II; Liz Remeto, Finance <br />Manager; Mike Hougardy, Assessor; Heather Seibert, Finance Officer; <br />Arden Thomas, WCP Manager; and 2 members of the public. <br /> <br />This meeting was provided to the public via Webex and they were <br />previously notified on the Agenda as to where they could access and <br />provide public comments. <br /> PUBLIC HEARING TAX LEVY RATES AUDITOR <br />At 2:00 p.m. CHAIRMAN WACHSMITH opened a Public Hearing to consider <br />possible tax increases for the tax levy rates and amount for the <br />taxes levied in 2020 to be collected in 2021 for the General Fund, <br />County Road and the Flood Control District. <br /> JUDY PLESS, BUDGET & FINANCE MANAGER reviewed how the 2020 Kittitas <br />County tax dollars will be spent, noting most of it is on State and <br />Local Schools. She explained how local governments across the State <br />should consider information on the latest economic data for setting <br />property levies for 2021, including the Gross Domestic Products, <br />Personal Consumption Expenditures and the Implicit Price Deflator <br />(IPD) which has fallen below 1%. She recommended continuing the <br />Public Hearing until November 30, 2020 to allow budget information <br />to be included prior to the Board making their decision. MIKE HOUGARDY, ASSESSOR said they had received notice of the IPD and said <br />local governments will need to adopt an Ordinance or Resolution of <br />substantial in order to increase the levy over last year up to the <br />1% maximum as allowed by Statute or to bank capacity for future use. <br /> THERE BEING NO ONE REQUESTING TO TESTIFY, THE PUBLIC PORTION OF THE HEARING WAS CLOSED. VICE-CHAIRMAN OSIADACZ moved to continue the Public Hearing to <br />Tuesday November 30, 2020 at 2:00 p.m. COMMISSIONER WRIGHT seconded. <br />Motion carried 3-0. <br /> <br />
