The City of Cle Elum is applying for SSO,OoO toward completing Phase 1 construction of a covered arena at the Washington State Horse Park. Phase 1 includes design, engineering, permitting, site preparation, utilities and construction of a 200'x 360'steel building covering a 150' x 300' fenced riding arena. Completion of Phase 1- will allow the Park to open the arena for use and begin hosting events and recreational riding. Phase 2 will include portable bleachers, weather screens, restrooms and landscaping. The Park's $4,0m budget for Phase 1 was originally developed in 2016 and some estimates were updated in 2018. lt was based on preliminary engineering and other assumptions, and between 2AL7-2Otg the Park was able to fully fund the 54.0m of anticipated costs through a combination of state and county grants and private donations (see exhibit 1). ln spring 2019 the Park began permitting, clearing, grading and soliciting competitive bids for various aspects of construction. As the project progressed and bids came in, many were over the budgeted amounts in part reflecting an overheated construction industry in recent years. The Horse Park Authority board made a number of design decisions to cut costs where feasible. For example, they eliminated the "eyebrow" roof at the gabled ends as depicted below in the artist's rending compared to the actual current picture of the arena on the next page.
