December 2019 <br />Update to Development Agreement <br />Marian Meadows <br />Response to Comment by Taylor Gustafson, KC Public Works Department <br />Engineering: <br />1. Question regarding number of campsites and RV pads, included in Development <br />Agreement. <br />2. Please refer to the attached schematic that was provide within the written record and prior <br />to the PUD approval. <br />3. On sheet 4 of the PUD engineered drawings, snow storage area is designated on the west <br />side of ROW and north of the recycling center. The ROW accessing the development is <br />also 60' wide with public dedicated space on both sides. <br />4. Acknowledge fire lanes shall be 16' wide. <br />5. Acknowledged. <br />6. Meadow Way is a dedicated public ROW extended to the round a bout. At this point, all <br />private roads access a public ROW meeting the intent of Kittitas County's Private Road <br />Standards. <br />7. The approved engineered PUD drawings clearly illustrated the impacts of applicable <br />Airport zones. Any use with APZ-4 includes restrictions on overnight stays per <br />Washington State RCW's. Please review the 3-17-17 approved applications for <br />explanations of Airport zones. <br />8. Project phasing will be determined by agreements pertaining to water system <br />improvements. We can say that phase 1 will coincide with the building of the Water <br />District tank and construction of the looped water line. Phase 1 will include the two lots <br />fronting on Meadow Way and the first buildings within the storage complex. Once these <br />improvements are in place, further phasing would not require the completion of tank <br />storage or looped infrastructure. <br />9. Easton Water District's infrastructure is in need of improvements for compliance to State <br />standards. The Plat of Marian Meadows can satisfy the needed improvements with both <br />construction of a water storage tank and looping a water line from E Sparks Road to <br />Country Drive. <br />10. Traffic impacts were included and addressed within the traffic study by TENW. These <br />studies were inclusive and accounted for the added traffic anticipated with this use. <br />WATER: <br />1. Any development will be subject to either the Water District and ERLC executing an <br />agreement or ERLC providing its own Group A Water System. If the Easton Water <br />District is not interested in providing service, ERLC will develop a State Approve <br />system. <br />
