WHEREAS, on February 8, 2018, the Hearing Examiner issued an Additional Recommended Finding of Fact <br />and an Order Closing the Record; and <br />WHEREAS, on March 6, 2018, the Board of Commissioners conducted a closed record meeting to further <br />consider findings and conditions recommended by staff and the Hearing Examiner; and <br />WHEREAS, at the March 6, 2018 closed record meeting the Board of Commissioners voted to approve the <br />proposed application by a vote of 2=0; and <br />WHEREAS, the following FINDINGS OF FACT and CONCLUSIONS OF LAW regarding the planned unit <br />development, conditional use permit, and plat have been made by the Board of County Commissioners concerning <br />this ordinance: <br />F1NDiNGS: OF FACT <br />2, The application from Martens Enterprises, LLC is for multiple permits for a development. The <br />requested permits include a Planned Unit Development (PUD), and Conditional Use (CU) a Plat (LP) <br />and include 1.7 parcels located approximately seven miles northwest of Roslyn. A Development <br />Agreement is also to be entered into with the County, but is not part of this Decision. <br />2. The subject parcels consist of 17 parcels,. located approximately seven miles northwest of Roslyn in <br />portions of Sections 1 and 12, Township 20, Range 13E, VVM in Kittitas County, bearing Assessor's <br />map numbers 20-13-01000-0012, 20-13-12000-0013, 20-13-01:000-0004, 20-13-01000-0013, 20-13- <br />01051-0018, 20-13-01051-0014, 20-13-01051-0015, 20-1 3-0 1 05 1-00 1 3, 20-13-01.051-00x12, 20 -13- <br />01051 -0008,24-13-01051-0007,20-1.3-01051-0006,20-13-01051-0002, 20-13-01051-0001,20-13- <br />01051-0016, 20-13-01000-0011,,20-13-01051-0017, <br />3. Site Information: <br />Total Property Size: 445.42 acres <br />Number of Lots: 17, to be rezoned to a PUD and platted into 89 lots <br />Domestic Water: Easton Water District,. Public Water System <br />Sewage Disposal: Individual onsite septic, shared septic, and large onsite septic (LOSS) <br />as needed <br />Power/Electricity: Puget Sound Energy <br />Fire Protection: Kittitas County Fire District 43 <br />Irrigation District: N/A <br />4. Site Characteristics: <br />North: <br />Steep slopes and forest cover. <br />South: <br />Gentle inclines, forest cover; Bonneville Power Easement <br />East: <br />Steep slopes, forest cover <br />West: <br />Area of proposed subdivision, and current quarry operation. <br />5.
