34.1.1 Numerous Goals, Policies, and Objectives (GPOs) apply to this proposal. These include GPOs <br />3 .14, 3 .15, GPO 3.13, GPO 2.14, GPO 2 .7, GPO 8.33, GPO 8.5, GPO 8.56, and GPO 8.8. <br />34.1.1 .1 GPO 2 . 7 Kittitas County will maintain a flexible balance of land uses which will <br />protect, preserve, and enhance the rural character, historical forest lands, agricultural <br />industries, mineral lands, and high quality environment. <br />As conditioned, the project meets this GPO. It promotes a flexible balanceofland uses <br />by concentrating development high density area on the western side, and leaves low <br />density development to the east, while including RV facilities. <br />34.1.1.2 GPO 2.14 Kittitas County will continue to explore incentives for farming and ranching <br />to continue as significant land uses, for example, innovative cluster platting, transfer of <br />development rights, and planned unit developments . <br />As conditioned, the proposal is consistent with this GPO. The planned unit <br />development creates incentives for development while leaving surrounding agricultural <br />lands intact. <br />34.1.1.3 GPO 3 .13 Provide for housing to be developed which is affordable to all economic <br />groups. <br />The mix of single and multi-family housing proposed is consistent with this GPO . <br />34.1.1.4 GPO 3 .14 Designate high-density residential land use zones such PUDs , cluster <br />development, and MPRs outside of Urban Growth Areas . <br />Located outside of Urban Growth Areas , the proposed location is consistent with this <br />GPO. <br />34.1.1.5 GPO 3 .15 Provide for a range of housing types within Kittitas County. <br />The mix of single and multi-family housing proposed is consistent with this GPO. <br />34.1.1.6 GPO 8.33 Planned Unit Developments (PUD) in rural areas can only be established <br />where such developments will not result in high density environments which require <br />urban services and reduce maintenance of rural character. <br />The proposal meets the underlying density for the Rural-5 zone. If the applicant <br />provides support for fire, hospital and school services as part of a development <br />agreement, impacts to rural levels of services will be mitigated for consistency with this <br />GPO. <br />19
