10.2. The City and County agree to meet and confer on the methodology to be used to <br />calculate the economic impact to City parks caused by subdivision development, and that the <br />County will thereafter adopt regulations to implement park impact mitigation rules concurrently <br />with the updates of its comprehensive plan, but no later than by December 31, 2021. <br />• �.RM <br />2MM"MRIMMIN, <br />W :• : .: • <br />_S <br />11. PERMIT PROCESS PRIOR TO ANNEXATION <br />11.1. Project permit application consultation. Atter the effective date of this <br />Agreement, the County agrees to give the City timely written notice as soon as the County receives <br />a request for a pre -application conference or a project permit application, whichever occurs first, <br />for a proposed project within the UGA. The County will provide the City with review and <br />comment opportunity related to all project permit applications within the UGA The County will <br />invite staff representatives from the City to attend staff meetings with the applicant relating to the <br />permit, including pre -application meetings <br />11.2. Review of county project permit applications All project permit applications, as <br />defined in Section 11.4 below, submitted to the County for properties within the UGA that are <br />subject to SEPA will be reviewed under the terms of the provisions of the County SEPA <br />regulations and procedures as set firth in Sections 9 and 10 above. All project permit applications <br />submitted to the County for properties within the UGA will be reviewed under the County's <br />development regulations governing urban development standards and the City's urban <br />development standards within the UGA adopted pursuant to Section 6.1 above. <br />113. Completion of project permit processing. For lands within the UGA that are <br />undergoing annexation at time of permit application, or for which project permit applications are <br />pending at time annexation has been officially initiated, the City and County agree to review any <br />such pending project permits and to execute a detailed agreement covering the transfer of the <br />pending project permits in the annexing area at an appropriate stage of the review process. Final <br />plats and/or short plats, required dedications, deeds or conveyances of public property which have <br />not been completed by the County at the time an annexation is completed will be transmitted to <br />the City for City Council acceptance. <br />11.4. Project permits definitions. For the purposes of this Agreement, "project permits" <br />are defined as any land use or environmental permit or license required from a local government <br />for a project action, including but not limited to building permits, subdivisions, binding site plans, <br />planned unit developments, conditional uses, site plan review, site-specific rezones authorized by <br />a comprehensive plan or subarea plan, development agreements, but excluding the adoption or <br />amendment of a comprehensive plan, subarea plan, or development regulation except as otherwise <br />specifically included in this subsection. <br />UGA Interlocal Agreement Draft (08-14-2020) — Page 5 of 13 <br />
