2020-09-16 MINUTES 1 <br />COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />WEBEX <br />SPECIAL MEETING <br /> <br />WEDNESDAY 8:00 A.M. SEPTEMBER 16, 2020 <br /> <br />Board members present: Chairman, Brett Wachsmith; Vice-Chairman <br />Laura Osiadacz & Commissioner Cory Wright. <br /> <br />Others: Mandy Buchholz, Deputy Clerk of the Board II; Taylor <br />Crouch, Deputy Clerk of the Board I; Julie Kjorsvik, Clerk of <br />the Board; Judy Pless, Budget & Finance Manager; Mark Cook, <br />Public Works Director/Interim County Engineer; Amy McGuffin, <br />Chamber CEO and 2 members of the public. <br /> <br />SPECIAL MEETING PPE CARES FUNDS – SPUD COMMISSIONERS <br /> <br />At 11:00 a.m. Chairman Wachsmith opened a Special Meeting for a <br />follow up discussion with Public Works to discuss waiving and <br />application Fee and to discuss purchasing PPE for small <br />businesses using the remining CARES Grant Funds allocated to the <br />Chamber of Commerce for small business assistance. <br /> <br />REQUEST CARES FUNDS FOR PPE COMMISSIONERS <br /> <br />Item pulled and will be discussed at a future meeting when the <br />Chamber is able to speak at the meeting (Ms. McGuffin was in <br />attendance and due to joining multiple meetings she didn’t <br />respond to the Board’s questions). <br /> <br />DISCUSSION SPUD FEE APPLICATION WAIVED COMMISSIONERS <br /> <br />Mark Cook, Public Works Director updated the Board on <br />correspondence he received from Snoqualmie Public Utility <br />District (SPUD). He recapped the Study Session discussion with <br />the Board and his reasoning for suggesting that the Board <br />authorizes waiving the Franchise Application Fee. Commissioner <br />Wright stated that he does not support waiving the fee, but <br />would consider waiving 50% of the fee. Commissioner Osiadacz was <br />in agreement with Commissioner Wright and felt it’s not off base <br />and was important to get the project moving. Chairman Wachsmith <br />stated he had no issue with waiving 50% of the fee either. <br /> <br />Director Cook stated he would notify SPUD and work on the <br />Franchise to consider at a Public Hearing in the future. <br />
