09/14/2020 MINUTES 2 Treasurer’s Office being the Clerk and provide bonding information to the Committee. DISCUSSION PIO FOLLOW UP COMMISSIONERS The Board discussed with Jeanne Killgore, HR. Rep reviewed potential titles to consider and job description updates for the County Public Information Officer. She stated that she reached out to the top two candidates from the previous screening and she hasn’t heard back from them. The Board agreed that they should go back out to ad and then and directed Ms. Killgore to make the discussed changes/updates. DISCUSSION DEFERRING PAYROL TAX AUDITOR Judy Pless, Budget & Finance Manager stated that this decision is voluntary to the employer, and after discussion with the Auditor HR Director, they highly recommended the County does not participate in the deferral of payroll taxes. The taxes an employee defers in September through December 2020, will have to be paid back in January through April 2021. She said they feel this will be a double hit on the employees (as they will have to pay their current taxes and the arrears) starting in January, and the implementation, tracking and reporting will become extremely burdensome. She also noted that guidance has not been released on how to complete the W-2’s, and what software changes must occur which has not been determined, let alone reporting the Social Security wages for those employees wanting to retire in the next 5 years. The Board agreed with Ms. Pless recommendation to not implement the temporary deferral to the payroll tax. DISCUSSION FACEBOOK WEEKLY POSTS COMMISSIONERS The Board determined for the week of September 14, 2020 that they would continue to share on their Facebook page any Press Releases from Public Health relating to COVID-19; as well as information abut air quality and the Press Release from the Auditor’ office for Absentee Ballots. OTHER BUSINESS/GENERAL UPDATES- Chairman Wachsmith questioned the Board if they shouldn’t be discussing air quality concerns. He stated that the Health Department reached out as their air quality in that building is as bad indoors as it is outside. He wanted to get the Boards thought on allowing folks to work from home if they need to. Commissioner Wright felt that it should be up to the Department Head/Elected
