Ninety percent (903) of all net revenue from the <br />Inmate Telephone Service shall be deposited into Capital <br />Improvements Fund for the account of Public Safety Building <br />Projects, which money shall be used for capital improvements <br />as governed by the Revised Code of Washington, county <br />ordinances, and State Auditor's Office. <br />3.
