The County Engineer prepares an Engineer's Report and schedules a public <br />hearing for the Board's consideration (RCW 36.75.190). <br />3. upon establishment of the unopened right of way onto the public road system, <br />designating any existing road within the right of way as being "Primitive" (RCW <br />36.75.300).
